Rules of the Suffolk Golf Union

1.  The Union shall be called the "Suffolk Golf Union” (hereinafter called the 'Union”) and shall be affiliated  to the English Golf Union (hereinafter called the “EGU”). The Union is a non-profit making organisation and shall use its funds for the furtherance of amateur golf in the County. In the event of the dissolution of the Union, the assets of the Union shall be distributed only to non-profit making bodies as shall be directed by the Council of the Union.

2.  The Union shall consist of affiliated Golf clubs in the County of Suffolk subject to the approval of the Council.

3.  The governing body shall be styled the Council and the entire management of the Union shall be vested in it. Eight (qualified to vote) shall form a quorum of the Council.

4.  The Council shall consist of the Executive Committee and two representatives from each club affiliated to the Union.

5.  The Executive Committee shall comprise of Officers and Members:-
a. The officers shall be a President (elected for a maximum of 3 years), a President-elect (elected for a maximum of 3 years), a Secretary (elected annually), a Treasurer (elected annually) and a Chairman of Suffolk Junior Golf (elected annually).
b. The Members (six in total) shall be elected at the Annual Meeting of the Council. Two of the Members shall retire each year but shall be eligible for re-election.
c. The 1st, 2nd and Seniors Team Captains shall be ex officio members of the Executive Committee whilst holding office.
d. Five shall form a quorum.
e. No Officer of the Union or member of the Executive Committee who is in receipt of an honorarium or salary from the Union shall be entitled to vote at a meeting of the Executive Committee.    No Officer of the Union or member of the Executive Committee shall vote at a meeting of the Executive Committee on any matter in which he has a vested interest.

6.  Nominations for vacancies on the Executive Committee shall be made in writing and shall be in the hands of the Secretary at least 14 days before the date fixed for the Annual Meeting. A list of all nominees shall be sent to all Clubs in the Union at least 7 days before the date of the Annual Meeting.

7.  The Executive Committee shall appoint First, Second and Seniors Team Captains who shall hold office for as long as the Executive Committee shall determine and in default of limitation for a period of 12 months. The Executive Committee may terminate the appointments at any time.          

8.  The Executive Committee shall have power to deal with all matters arising in the interval between meetings of the Council. If any casual vacancy should occur in its body in that interval it may appoint any member of a Golf Club affiliated to the Union to fill the vacancy until the next Annual Meeting of the Council. If any member of the Executive Committee shall fail to attend three consecutive meetings, the Executive Committee may declare a casual vacancy. The Executive Committee may at any time, and for any purpose, appoint a Sub-Committee

9.  The Annual Meeting of the Council shall be held during the month of March in each year at such place as may be decided by the Executive Committee. At least 28 days notice of the Meeting shall be given by the Secretary to each Club in the Union. Notice of intention to move any resolution at the Annual Meeting (except a resolution dealing with the election or annual accounts) must be sent to the Secretary so as to reach him before the 1st. day of January. The Club representatives may vote on every resolution. Only the President may vote on behalf of the Executive Committee. A member of the Executive Committee may vote only if he is also representing his Club.

10.  The Annual Subscription of each Club in the Union shall be fixed by the Executive Committee from time to time as necessary and any increase in the rate shall not require the sanction of a Council Meeting. Annual subscriptions are payable in advance and become due on the 1st. January in each year. No Club whose subscription is in arrears shall be entitled to vote through its representative at the Annual or any other meeting of the Council. Nor shall such Club or the members of Club compete in any golf Meeting of the Union after the 31st. January, so long as the Club's subscription shall remain unpaid.

11.  The Secretary shall keep correct Minutes of the proceedings of the Council and Executive Committee and shall produce the same at all Meetings thereof. Copies of Minutes of the Council shall be distributed to all Clubs in the Union. He shall summon Meetings of the Council and Executive Committee and shall send a copy of the duly audited Annual Statement of Accounts made up to the 31st. October previous to the Secretary of each Club in the Union with the Notice calling the Annual Meeting of the Council.

12.  A Special Meeting of the Council may be convened at any time by the Secretary at the instance of the Executive Committee or by written request to him from the representatives of any two Clubs in the Union. When such Special Meeting is called on the request of any two Clubs, the Secretary shall convene the Meeting for a date within 42 days of the receipt of such request. At least 14 days' notice of the business to be transacted at such meeting shall be given to the Secretary of each Club in the Union and only business of which notice has been given shall be considered.

13.  No amendment, addition or deletion to the Rules of the Union shall be made except pursuant to a Resolution carried by a two-thirds majority of the Council Members present at any meeting of the Council. At least 28 days' notice of any Resolution to propose such an amendment, addition or deletion shall be given to each Club in the Union.

14.  The regulations for the Union Golf Meetings and Matches shall be regarded as by-laws. No preliminary notice shall be required for the alteration of such regulations at any meeting of the Council.

15.  Any Club wishing to resign its membership of the Union must give notice of resignation in writing to the Secretary on or before the 30th day of November otherwise the Club shall be liable to pay the annual subscription for the ensuing year.

16.  The Executive Committee shall have the power to administer the Individual Membership   Scheme as necessary during each year to operate from 1st. January the following year

17.  All member Clubs and playing members affiliated to the Union shall, when participating in County competitions, County representative matches and all other events and matches organised by the Union, conduct themselves in a manner which is not prejudicial to the interests of the Union or to the game of golf.

18.  The Executive Committee shall have disciplinary powers over any group, member club or playing member affiliated to the Union.


This disciplinary power as delegated to the County under the Constitution and Rules of the EGU extends to cover breaches of the rules of golf, the rules of the EGU and the rules and regulations of the Union or such other matters prejudicial to the interests of the Union or to the game of golf.

The disciplinary functions of the Executive Committee cover all county competitions, County representative matches and all other events or matches organised by the Union.

The disciplinary function shall be exercised in accordance with instructions published in the current Year Book of the EGU.

General Regulations for Competitions Organized By The Union

Please note these regulations are currently being re-written.   For any urgent information, please contact the County Secretary.

1.  A player must be a Playing Member of a Golf Club affiliated to the Union or, in the case of Suffolk County Stroke Play Championships, have been born in the County of Suffolk and not have played in any Championships of another County or represented another County during the previous 365 days.

2.  All Competitions shall be played according to the Rules of Golf as approved by the Royal and Ancient Club of St. Andrews and according to the Local Rules for the Competition on the courses being played.

3.  All amateur players shall play under their official CONGU handicaps. No player may enter competitions if his handicap be more than 18 unless otherwise stated in these regulations.

4.  All disputes will be settled by the Executive Committee or a Sub-Committee appointed by them for that purpose and their decision shall be final.

5.  Entrance fees will be decided from time to time for each Competition by the Executive Committee and will be displayed on the posters advertising the Meeting.

6.  No player in a Singles meeting and no pair in a Foursomes Meeting may take more than two prizes (see exception to this Rule under Suffolk Senior Amateur Championship Regulations).

7.  Ties, (except as laid down for the Championships), will be decided on countback as follows:

In 36 hole Competitions by the last18, last 9, last 6, last 3 or last 1,
thereafter by the first 18 holes and then by the last 9, last 6, last 3 or last 1
thereof.
In 18 hole Competition by the last 9, last 6, last 3 or last 1. In the event of there still being a tie, the Trophy will be shared.

8.   The Executive Committee shall fix the dates of all Meetings and the Courses on which the Championships will be held.

9.   Play shall be from the Championship tees

10.  If entries are oversubscribed, there will be a ballot for places by handicap

11.   Ride-on buggies will only be authorized for competitors if an appropriate medical certificate issued by a competent medical authority, stating that the competitor could not otherwise play, has been lodged with the County Secretary at least seven days before the  date of the match or competition and if the host club does not consider that the course is unsuitable for buggies. When such permission is given, no other person shall ride in the buggy nor may the buggy be used for purposes other than to convey the authorized person and his own equipment if he has no caddie.   All such authorized persons must have appropriate third party liability insurance to meet claims which might arise against them as a result of  the use of the buggy and where the vehicle may have to cross a public road or highway, it must have suitable vehicle licencing and insurance.

12.   The wearing of shorts will be allowed in Suffolk Golf Union competitions provided they are tailored knee length shorts and the wearer also wears white sports socks.

13.  The Committee may provide in the conditions of a competition (Rule 33-1) that, if a player arrives at his starting point, ready to play, within five minutes after his allocated starting time, in the absence of circumstances which warrant waiving the penalty of disqualification as provided in Rule 33-7, the penalty for failure to start on time is loss of the first hole in match play or two strokes at the first hole in stroke play instead of disqualification.

14.  In the event of a "Sudden Death" play off as required under the Regulations hereinafter, players involved will be advised by the Committee of the time and order of the play off. If a player falls to appear at the appointed time he shall be disqualified as provided in Rule 6-3. The honour shall be decided by lot.

15.  The player shall play without undue delay and in accordance with any pace of play guidelines which may be laid down by the Union. 
16.  The Executive Committee reserves the right to make an inspection of any course selected for Meetings, Matches and Competitions and to decide on its suitability.

17.   The dates for all matches will be decided by the Union.

18.  The first tee shall be reserved for at least 30 minutes prior to a nominated tee off time.

19.  Proper changing facilities must be available for all competitors/teams.

20.  If in any Championship or Competition it becomes impossible to complete the Championship or Competition in accordance with Conditions therefore because of adverse weather conditions or other circumstances which in the opinion of the Championship Committee makes it impossible or impractical to do so, the Championship Committee shall be empowered to vary such Conditions to the extent necessary in an endeavour to achieve a result within the time available.

21.  No professionals shall be permitted to caddie in any County Championships or matches.

22.  Clubs hosting events shall make available to all competitors and officials a health and safety document prior to the commencement of the event.

23.  Giving Advice
For all County inter-club matchplay competitions, the County has not adopted Note 1 to Rule 8.   Therefore, except as allowed under Rule 8-1 (a) and (b) and 8-2 (a) and (b), teams are not permitted to appoint a person  who may give advice

24. Practice

The Executive Committee has ruled that in all County inter-club matches, practice on any part of the course on the day is not permitted.   Practice may only take place in areas designated by the host club as practice areas.   The penalty for breach of this regulation shall be disqualification.

25. Further qualification

The Executive Committee has ruled that, in order to be eligible to compete in the Hambro and Tolly Cobbold Cups and the Parks Trophy, players must have submitted at least three qualifying scores in the 12 months-ending 31st March of the year of the competition.   This qualification does not apply to the Stenson Shield.  
26. Distance Measuring Devices

Subject to the publication of a suitable local rule at the host club, distance measuring devices will be allowed, provided they do not give any other information (wind speed, elevation etc).   Competitors found using any device which provides such additional information will be disqualified.

County Matches

The Executive Committee shall have the power to arrange for such Matches against other Counties as it may deem fit and may appoint a Team Selection Sub-Committee.

To be eligible to play for the County in inter-County matches, including friendlies, a   player must:

a) Be of amateur status as defined by the Royal and Ancient Golf Club of St Andrews
b) Be a member of an Affiliated Golf Club in  the County Union or must have been born in the County and be a member of an affiliated Golf Club in another English County
c) Must not have taken part in any of the following events of or for another County during the previous twelve months:
1) The English County Championship
2) The County’s Amateur Championship
3) Representative matches including friendlies.

The period of ineligibility will begin from the day the player last played in such an event or in such a match (ie if a player represents County A on 28th May one year he becomes eligible to play for County B or to play in County B’s Championship on 29th May in the following year.

d) If he moved into England from any other Country the player must have twelve months’ residence in England before being eligible to play for any County

Exception:
Rules c) and d) above do not apply to Inter-County Junior matches or Championships restricted to players under the age of 18 years as at 00.00 hours on 1st January in the year the event is to be held.
There may be other specific conditions relative to the English Boys’ County Championship and the English Men’s County Championship published in the current EGU Handbook.

The SUFFOLK AMATEUR CHAMPIONSHIP.

 

A Championship Meeting, played off scratch, shall be held each year at which there shall be competitions to decide:

 

      (a) The Suffolk Amateur Championship for the Challenge Cup

The winner shall be entitled to represent the County at the English County Champions Tournament at Woodhall Spa Golf Club on Sunday, 19th September 2010.

                   The runners up shall receive the John Doe Salvers.  

           

(b) The Club Team Championship for the Scratch Challenge Shield.

The winners shall be entitled to represent their club at the English Champion Club Tournament at Woodbridge on Saturday, 11th and Sunday 12th September 2010.

 

Handicap limit shall be 6.

 

The Championship in para (a) above shall be decided by Medal Play over 36 holes. Ties for 1st. place in the Championship shall be decided by "Sudden Death" play off on the day of the Meeting.

 

The winners of the Shield in para (b) above shall be the best three 36 hole gross scores from a club.

Ties for the Scratch Challenge Shield will not be replayed but each team, which ties for 1st. place will hold the Shield for an equal part of the year and a draw by lot will decide the club to represent the county in the English County Championships

 

President's Mashie

The sixteen players returning the best scores in the Championship will play off by Match Play for the President's Mashie. The Match Play shall take place on the same Course on the Saturday and Sunday following the Championship. Halved matches must be played until a decision is reached.

 

The winner will receive the President’s Mashie and a replica, the runner-up will receive a replica

 

The qualifications for the above shall be as otherwise defined in the General Regulations for Suffolk County Championships and Tournaments.

 

Vouchers

In addition to the above trophies vouchers will be awarded as follows:

The Suffolk Amateur Foursomes Championship

1.  A Championship Meeting shall be held each year for the Macleod Challenge    Cup.
 The runners up shall receive the Watts Salvers.

2.  The qualifications for the above shall be as for County Matches above.

3.  The Championship shall be decided by Medal Play over 36 holes. Ties for the first place shall be decided by "Sudden Death" play off on the day of the Meeting.


The Suffolk Open Championship
1 A Championship Meeting shall be held each year for the Faraday Cup. The leading amateur will receive the Christopher Easterbrook Trophy.

2. The qualifications for this Championship shall be as follows:

a. AMATEUR. As laid down for County Matches above

b. PROFESSIONAL and ASSISTANT PROFESSIONALS shall be Bona Fide or Honorary members of the Suffolk Professional Golfers Association and shall not have taken part in a golf Championship of any other County during the preceding twelve months


3.  The maximum number of players shall be 120. In the event of the competition being over-subscribed the Amateur entrants will be balloted out by handicap.

4.  The Championship shall be decided by Medal Play over 54 holes played on two consecutive days.  After the first 18 holes to be played on the first day, the leading 40 players and those tied for 40th place shall qualify for the remaining 36 holes to be played on the same course on the following day. All players within 6 shots of the leader will also qualify for the remaining two rounds. Ties to decide the Championship shall be “Sudden Death” play off. 


The Suffolk Open Foursomes Championship
1.  A Championship Meeting shall be held each year for the Haskell Cup. The runners up shall receive the Watson Salvers.

2.  The qualifications for this Championship shall be as follows:

a. AMATEUR As laid down for County matches above

b. PROFESSIONAL and ASSISTANT PROFESSIONALS shall be Bona Fide or Honorary members of the Suffolk Professional Golfers Association and shall not have taken part in a golf Championship of any other County during the preceding twelve months.

3.  The Championship shall be decided by Medal Play over 36 holes. Ties to decide the Championship shall be decided by "Sudden Death" play off.


The Suffolk Senior Amateur Championship
1.  A Championship Meeting shall be held each year for the Geoffrey Barnard Bowl. The championship will be off scratch.
There will also be age group competitions with the following four age groupings and handicap limits:
 Group 1 55-62 years-handicap limit 15
 Group 2 63-69 years-handicap limit 18
 Group 3 70 years and over handicap limit 22

2.  The Championship shall be decided by Medal play off scratch over 18 holes.

3.  The Championship shall be be for amateurs as defined under County Matches above and who are 55 or over on the day of the competition.

4.  Ties for 1st place in the Championship and other prizes shall be decided by countback on the last 9 holes, if still tied, on the last 6, last 3 or last 1.

5.  Prizes shall be awarded as follows:-
a. Championship Winner – the trophy, a replica and voucher
b. 2nd place – a replica and voucher
c. 3rd place – a voucher
d. Each Age Group Winner - a replica and  voucher
e. Each Age Group Handicap Winner - a voucher
No player shall receive more than one prize. This regulation over rules Regulation 6 of the General Regulations for meetings organized by the Union.

6.  As a guidance to the Secretary, every endeavour to be made to achieve a balance between the three age group categories of 50% (Group 1), 35% (group 2),  and 15% (Group 3). To this end, the notice of the Championship should include the statement “The Secretary reserves the right to ballot out higher handicaps to achieve a reasonable balance between age groups”.  
7 Concurrent with the Championship, clubs may compete for the Michael Thomas Team Trophy, the winning club to be the club returning the best three net scores.   The winning team will receive the Trophy and vouchers.


The Suffolk Open Mixed Foursomes Competition
A competition shall be held each year for the:
Collins Cup (18 holes handicap)
Johnson Salvers (18 holes scratch)

The qualifications for the Championship shall be:
a) Pairs to consist of a man and lady.
b) No pairing shall consist of two professionals
c) The handicap limit shall be 18 for men and 28 for ladies
d) Professionals shall be Bona Fide or honorary members of the Suffolk Professional Golfers Association on the day of the competition.   For handicap purposes, professionals and assistant professionals shall play off scratch.
e) Amateurs shall be as defined under County Matches above.
f) In the event of the competition being oversubscribed, entrants will be chosen by ballot.


The Suffolk Mid Amateur Championship
1.  A Championship Meeting open to amateur golfers of 35 years or over on the day of the competition shall be held each year to decide:

(a)  The Suffolk Mid Amateur Championship for the Challenge Cup (Scratch)

(b)  Depending on the size of the field there will also be handicap prizes
 
2. The other qualifications for the above shall be the same as for County Matches above.

3.  The Championship enumerated in paragraph 1 above shall be decided by Medal Play over 18 holes. Ties for 1st. place in the Championship shall be decided by "Sudden Death" play off on the day of the Meeting.
      

The Hambro and Tolly Cobbold Challenge Cup
1.  Inter-Club Knock-Out Foursomes Competitions shall be held each year, open to all clubs affiliated to the Union.

2.  Clubs to be represented by eight players (4 couples) for each Cup.   .

3.  Handicaps for the Hambro Cup to be Plus/Scratch to 9.   A player with a higher handicap may play but must play off 9.   Handicaps for the Tolly Cobbold Cup to be 10 to 18.   A player of a handicap higher than 18 may play but must play off 18.  A player with a handicap of between 10 and 18 who has played in previous rounds of the competition during the current year but reduces his Club handicap to below 10 is eligible to continue playing in the Tolly Cobbold Competition providing he plays off his new reduced handicap. Players must have played a minimum of three qualifying rounds during the twelve months ending 31st March preceding the opening round of the competitions.
 
4.  Matches to be 36 holes, unless, prior to commencement, it is arranged to play
 18 holes only. The final shall be 36 holes.

5.  Scoring will be by holes, not matches, the side winning the greater number of holes being deemed the winner. Handicap allowance is 1/2 (one half) of the combined difference.

6.  In a 36 hole match, after the first 18 holes, the order of play and the composition of the players may be altered as desired.   One new player may be introduced for the afternoon matches, provided that person has been nominated by his Team captain to the Captain of the opposing team prior to the commencement of the first morning match.

7.  A member of a Club is eligible to represent his Club in any of the matches played during the Competitions, provided the Player has not previously represented another Club in that same Competition during the same year.

8.  No player who has played in the Hambro Cup is eligible to play in the Cobbold Cup in the same year. On the other hand, a player in the Cobbold Cup team may be promoted to the Hambro Cup in the same year.

9.  The Draw for the competitions.
The draw will be made by the Match Play Committee. The name of the Club first drawn will be deemed the course on which the match is played, unless altered by mutual agreement. A new draw will be made after each successive round. The semi-finals and final will be played on a neutral course and on a date to be fixed by the Union.

10.  Matches to be played on the date notified. In default of which either or both teams may be scratched at the direction of the President.

11.  Matches to commence at 10 am on the appointed date except in cases where both Hambro and Tolly teams are playing at the same venue on the same day when the Hambro match will commence at 9.30am followed by the Tolly Cobbold match.

12.  In the event of a tie a pair shall be nominated which will play until one side wins a hole.

13.  The Secretary or Captain of the winning Club will notify the Honorary Secretary of the Union of the match result as soon as practicable.

14.  Any match started and ultimately abandoned for any reason shall be replayed over 36 holes, unless it had been nominated to be 18 holes as per paragraph 4 above.

15.  Postponed or abandoned matches shall be played on any day prior to the date
 of the next round of the Competition. Should either of the clubs fail to agree a date, both will be eliminated from the Competition.

16.  In the event of there being a dispute over the Rules which cannot be resolved by the Captains of the two sides, an Officer or a member of the Executive Committee shall adjudicate, whose decision shall be final. 

17.   Entry into the competition will be subject to acceptance of and compliance with the Regulations of the Union and as applicable to the Hambro and Tolly Cobbold Challenge Cups 

18.   The nominated course for the competition must be of such a nature and condition that it  provides a fair test of skill in a match play situation.

19.  All clubs entering the competitions must be prepared for their courses to be used as a neutral venue for the semi-finals and finals.   The finals will be played on the course of the previous winning club unless the Match Play Committee should decide otherwise.

20.  Catering facilities must be available for all competitors/teams between rounds.   An evening meal shall only be provided where both teams request it and if the host club agrees.

21.  The Executive Committee may insist on a club drawn at home playing the match away, if any of the conditions are not met.


The Stenson Shield
1.  An Inter-Club Scratch Knock-Out Competition shall be held each year open to all Clubs affiliated to the Union. An entry fee is payable, the amount being determined by the Union.

2.  The format for each round of the Competition will be 18 holes foursomes matchplay in the morning and 18 holes singles matchplay in the afternoon.

3.  Prior to the commencement of the first morning match each competing Club may nominate up to ten players from which a team of eight will be selected for the foursomes and for the singles.
 
4.  In the event of a tie there will be a “sudden death" play off between a nominated member from each side.

5.  The draw for each round of the competition will be made by the Match Play Committee.

6.  Scoring will be by matches, the side winning the greater number of matches being deemed the winner.

7.  In the event of abnormal weather conditions preventing play in the afternoon singles, the outcome of the match will be decided on the foursomes result.
 If however, play is curtailed during the afternoon singles and a winning result has been attained when the match is abandoned, that result will stand, with incomplete games being declared as halved. In the event of a tie in such circumstances, the match shall be replayed as to be mutually agreed.

8.  The Draw for competitions
 The draw will be made by the Match Play Committee.   The name of the Club first drawn will be deemed the course on which the match is played, unless altered by mutual agreement. A new draw will be made after each successive round. The semi-finals will be played on a neutral course. The Final will be played on the course of the previous winners unless the Match Play Committee should decide otherwise  or if club is in the Final in which case the Committee shall choose a course.

9.  Catering facilities must be available for all competitors/teams at lunchtime.  An evening meal will be optional and will depend on the agreement or otherwise of both teams and the host club.


The Parks and Beaumont Trophies
1.  The competitions will be inter-club fourball better ball competitions held annually and open to all clubs affiliated to the Suffolk Golf Union.   R&A Rules of Golf will apply.
 All matches will be played from the white medal tees.

2.  Players must be a minimum of 55 years of age on the day of the competition, with a minimum of two players being aged 65 years of age or over on the day of the competition
 
3.  A match will consist of 4 pairs playing over 18 holes (starting at the first).   The aggregate of holes, up and down, will be used to decide the winning team (ie: Hambro scoring).

4.  Handicaps for the Parks Trophy will be no higher than 12 and for the Beaumont Trophy 13 to 24 with ¾ of the difference between players being applied, the shots being taken against the lowest handicapped player.   Players over 12 handicap may participate in the Parks Trophy but must play off a maximum of 12.   Players must have recorded or notified three qualifying competition scores with or to their home club in the 12 months ending 31st March immediately prior to the opening rounds in order to be eligible to play.

5.  In the event of a tie, captains will nominate two players from their team to play sudden death from the 19th etc unless different holes have been agreed between the Captains for a play off before beginning the match.

6. A member of a club is eligible to represent his club in any match in the competition provided he has not previously represented another club in the same competition during the same year.   A player who has represented his club in the Parks may not represent his club in the Beaumont in the same season but a player who has played in the Beaumont may be promoted to play in the Parks

7.  The draw for the competitions will be made by the Match Play Committee.   The name of the club drawn first will be deemed the course on which the match shall be played, unless altered by mutual agreement.   Clubs will be notified of their next opponents after each successive round.

8.  All participating clubs must be prepared to host either a semi-final or final.

9.  All rounds will be played on a weekday, unless mutually agreed.  A payment will be made to the host club by all 16 players to cover the cost of a meal.

10.  A charge of £15 per team will be made to cover the County’s administrative costs. This must be paid when entering the competition.   

11.  The host club will provide a 30 minute reservation from the 1st tee, not earlier than for a 10am start, unless mutually agreed, and a two course lunch or high tea appropriate to the starting time agreed for the match.

12.  Clubs will be required to agree a date for matches to be played no later than the date set by the Committee for the completion of each round.    Once a date has been agreed, it can only be changed by mutual agreement of both captains.   If the change is unilateral, that club will forfeit the match.

13.  The host Team Captain must inform the person nominated by the Committee of the agreed date for the forthcoming match and the winning Captain must advise that person of the result within 48 hours of the match being completed.    A faxed or posted completed result sheet, as supplied and directed, must follow this notification within five days of the match being completed.

14.  Any match started and ultimately abandoned for any reason shall be replayed.   An extension to the final date for playing a round can only be granted at the discretion of the Committee.

15.  In the event of there being a dispute over the rules which cannot be resolved by the captains of the two sides, a member of the Committee shall adjudicate and his decision shall be final.

16.  The nominated course for matches must be of such a nature and condition that it provides a fair test of skill in a matchplay situation.   The Committee may insist on a club drawn at home playing the match away if any of the conditions of the competition are not met.


Suffolk Golf Union Junior Competitions
1.  The General Regulations for Meetings organised by the Union shall  apply with the exception of paragraphs 3 and 6. 

2.  The maximum age qualification for Junior Competitions is under 18.
     Qualification date  for age purposes is by reference to the 1st January of the
     current year. 
    
3.  Parents, Relatives or Professionals are not permitted to act as caddies.

4.  No competitor may take more than one individual prize.


The Junior Championship  (Boys), Age Group and Junior Matchplay
Competitions.

1. A Championship meeting shall be held each year at which there shall be Competitions to decide:

a. The Junior Championship for the Mackenzie Cup.
b. Age Group winners for those aged Under 16, Under 15, Under 14 or younger.
c. Junior Team Shield winners.

2. The Championship enumerated in paragraph 1a. shall be decided over 36 holes, with the exception of Under 14 years Championship, which shall be decided over 18 holes only. Those under 14 years of age may play in the Junior Championship over 36 holes if they have a handicap of 9 or less, but their first round only shall count for their Age Group Championship.

3. Competitors will also be eligible for the Age Group competition if they are:-

On the 1st. January prior to the Competition
a. Under 16.
b. Under 15 (or younger if they have single figure handicaps).
c. Under 14 or younger.

Only their first round shall count for their Age Group Competitions.

Ties for 1st. place in the Junior Championship shall be decided by "Sudden Death" on the day of the meeting. Ties for 1st. place of the age group competitions shall be decided by countback. In the event of curtailment through bad weather, the first round results shall be used to determine the winners.

4. Clubs may enter, from those competing at the above Championship, a team
of 3 players to play for the Junior Team Shield. The winners shall be the side with the lowest aggregate score combining the lowest 2 out of 3 first round scores and the lowest 2 out of 3 second round scores. In the event of a tie, the winning clubs will hold the Trophy for equal parts of the year. Clubs may enter more than 1 team.


The Junior Matchplay Competition.
1.  A Championship meeting shall be held each year for the:
     Matchplay Championship

The sixteen players returning the best scores in the Junior Championship will play matchplay over 18 holes in which halved matches will be played until a decision is reached. The competition will be held over 2 days on a course determined by the Junior Committee and take place as soon after the Junior Championship as practicable.


The Junior Foursomes Championship

1.  A Championship meeting shall be held each year for the:
     Foursomes Championship

2.  The Competition will be open to both boys and girls.

3.  The Championship will be played off scratch and played under Medal conditions. The winners will be the pair returning the lowest score. Ties for 1st. place shall be decided by "Sudden Death" on the day of the meeting.

4.  A Handicap prize will be awarded to the pair returning the lowest net score (after applying combined handicap stroke allowance). Ties for 1st. place of this competition shall be decided by countback.
